6 Essential Questions When Choosing an NDIS Provider in Canberra | ACT Guide

Navigating the National Disability Insurance Scheme (NDIS) marketplace in Canberra requires informed decision-making, especially when selecting a disability support provider. With a growing number of providers and evolving service models, participants must ask the right questions to ensure their needs are met effectively and ethically. Drawing on NDIA guidelines, local market insights, and expert recommendations, the following six questions are essential for making a confident and informed choice.

1. What specific supports do you provide, and how do you tailor them to individual needs?

Understanding the range and depth of services offered is crucial. Providers should clearly articulate their capacity to deliver personalised support that aligns with your NDIS plan goals. Look for detailed explanations of how they adapt their services to meet diverse and changing needs.

How does Focus ACT do this?

We start by understanding the needs of our clients. We bring our understanding and experience forward, but first we listen to your needs and expectations. We hear stories of fear, of judgement, of loss and of guilt. We also hear and see stories of joy and excitement, of community and of engagement. To provide the best support, we are open and honest in our assessment of the services requested, but we start by listening.

The NDIA guidelines are technical in their description of the services, and we work to translate these into language that describes how the activities fit with the goals of the plan, the needs of the participant and with the interests and personality of the person.

2. Can you provide evidence of your ability to support people with my specific disability or complex needs?

Different disabilities require specialised knowledge and approaches. Ask for examples of how the provider has successfully supported people with similar conditions or complex support requirements. This demonstrates their expertise and commitment to evidence-based practice.

How does Focus ACT do this?

Focus ACT supports a wide range of people across Canberra. We support people to:

Join bowling competitions and be members of successful teams

Plan meals, purchase groceries and to then prepare their own meals

Manage their continence, so that they can go out and about during the day

Manage their medications so that their medical issues are managed and overseen by qualified medical practitioners. This includes keeping a record of medication usage and incidents of distress or illness so that medical practitioners have data to work with.

Manage complex feeding requirements from dysphagia (including modified texture diets) through to Percutaneous Endoscopic Gastrostomy (PEG) for individuals who are unable to eat or swallow safely by mouth.

Transfer safely from bed to wheelchair, from wheelchair to bathroom facilities, to shower and toilet safely.

Build daily routines that are consistent and comfortable yet provide sufficient variety with the purpose of learning new skills and having new experiences in a way that encourages growth rather than the fear of change.

Learn to deal with their feelings and emotions that are sometimes expressed in physical ways, by working with Behavioral Support Practitioners to use data and hard evidence to support strategies.

3. How do you ensure consistency and quality in your support staff?

Continuity of care is vital for building trust and achieving goals. Ask whether you'll have consistent support workers or face frequent changes. Providers should also outline their staff training programs and quality assurance measures.

How does Focus ACT do this?

Focus ACT will work with you to manage your support requirements to most effectively meet your needs for support staff. We will work with you to understand when and where you need your support. We anticipate that from time to time you will have an unexpected reduction in support, and we will work with you to plan these moments. If your needs change unexpectedly, we will cancel shifts as needed. You control the support you need, and we work with you to manage the shifts and the timing of the support.

5. What is your complaints and feedback process?

Every provider should have clear, accessible mechanisms for feedback and complaints resolution. This demonstrates their commitment to continuous improvement and accountability to participants.

How does Focus ACT do this?

We capture complaints and feedback through three key processes:

Directly to our Support Staff – either in writing or verbally

Directly to our Team Leaders at Team Meetings or to our Service Managers at House Meetings

Directly either verbally or in writing to the CEO (CEO@FocusACT.org) or to our organization email account at Focus@FocusACT.org

Through our Contact Us for Services and Feedback page on our website

6. Do you provide both tenancy and support services, and what happens if I want to change support providers?

Some providers offer both housing and support, which can create a conflict of interest. If tenancy is tied to support, changing providers may risk losing your accommodation. Ask for clear policies that separate tenancy rights from support arrangements to protect your housing security.

How does Focus ACT do this?

Focus ACT does not provide both tenancy and support services to individual clients. We separate tenancy from support services to ensure that our clients have freedom of choice to change support service providers without any concern as to the ongoing tenancy rights. The Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability (The Royal Commission) recommended that (Recommendation 7.41(a)) there be a "specific review of mechanisms to transition away from models where accommodation and support are provided by the same provider."

Focus ACT can assist you in finding tenancy either through CHC (government housing) or through Experience Social Growth (ESG), an Australian based business that specializes in disability accommodation services. Whilst Focus ACT owns an investment body that delivers disability suitable accommodation called YourHomeCanberra, it does not directly enter tenancy arrangements with clients. Rather if tenancy is needed, we will connect you to ESG or CHC, or if you are already working with either ESG or CHC we will work with these accommodation providers to ensure that support and accommodation/tenancy services work together to meet your needs.

Making Your Decision

Choosing the right disability support provider is a significant decision that impacts your quality of life and goal achievement. By asking these six essential questions, you'll be better equipped to evaluate providers and make an informed choice that aligns with your needs, values, and aspirations.

Remember, you have the right to change providers if your needs aren't being met. A good provider will support your decision-making process and provide transparent, comprehensive answers to all your questions.
